There is no single best OBD2 scanner for every UK car. A basic code reader can be the right tool for an engine warning light, while ABS, airbag, battery registration or bidirectional testing may need brand-specific coverage and a more capable platform. Buying by feature count often produces either an expensive tool you do not need or a cheap tool that cannot reach the required module.
Start with the vehicle, the diagnostic job and the evidence you can interpret. Then choose the least complex scanner that explicitly covers all three.

A larger screen does not prove deeper coverage. A compact dongle is not automatically basic if the software is capable. Compare the exact function list against a vehicle coverage database or written confirmation from the manufacturer.
Define the job precisely
Engine light before an MOT is a different job from diagnosing an ABS warning, registering a replacement battery or commanding a cooling fan. Write the task in a sentence before shopping.

Look for graphing, selectable parameter lists, sampling consistency and export. A tool that displays hundreds of values slowly may be less useful than one that graphs a focused group clearly. Record ambient conditions and engine state so a later comparison is meaningful.
Never treat a generic internet range as the specification for every vehicle. Use manufacturer information where a threshold determines a repair decision.
Enhanced modules and service functions
ABS, SRS, transmission and body-module access is manufacturer-specific. So are functions labelled oil reset, battery registration, steering-angle calibration, DPF service or injector coding. The same label can involve different operations on different cars.
Ask the seller to confirm the exact vehicle and function in writing. Distinguish these levels:
